Sandpiper avenue actually goes through the fenced-off area toward the airport. No cars allowed now though

Apparently, this is a post-911 security measure to protect the airport. (Per p. 47, item 4.4.4.3 paragraph 2 of http://www.laxmasterplan.org/publications/supplemental/CH04-04_Social_Impacts.pdf)

There are two things odd about this being a post 9-11 barricade (though I don't doubt that's why it's there): 1) You can walk in and launch your shoulder-fired missle; 2) Pershing Avenue is on the other side of the hill, and is closer to the airport. I guess you gotta remember that "everything changed." Blah blah blah...

This street was closed off because the the knuckleheads at the airport thought that the hill's apex was too close to overhead planes. They never bothered fencing off the street, though. Go figure.

Street sign is the only thing remotely familiar to me. I lived on the corner of Vista del Mar & Ellen Street...three blocks down.

I remember a robbery/homicide occurring here shortly before the closure. I believe someone sitting in a car watching planes was robbed and shot.
I used to come here to watch planes and it was frequently patrolled by the police. I could see multiple reasons for the closure.
